Editing unrecognized backgrounds

I noticed that the landing site has a layer 2 bg, but uses a BG pointer. Editing the layer 2 bg does not effect the actual background. I am also unable to edit the bg via the bg editor because SMILE does not recognize the format. How would i go about editin the landing site bg?

The layer 2 tilemap in the landing site is unused actually. It was put there by the devs so they had a reference for building the tilemap into BG Data.
As for editing, only SMILE RF knows the format for the scrolling sky BG - regular SMILE can't edit it.

I'm using SMILE RF, and whenever I open the background editor on the landing site the top of the window always reads "Invalid Background pointer" even when i put in the last 4 digits of the actual pointer. (B76A by default)
EDIT: I just got it to work, but i can only edit the clouds, and the sky BG slider doesn't seem to do anything.
