Need a Spriter (Offering PayPal payment)

So I had originally contacted other spriters, mainly on sites like DeviantArt, but most of them ended their service, or are taking a break from spriting. I had made a deal with one sprite company for $3 a sprite frame, but they haven't replied back since the day before Easter. What I need done is relatively simple, in fact, I could do it myself. However, since I'm required to work under 16 colors, I'm at a huge disadvantage, since I have a habit of shading and adding a lot of detail, that aren't easy to pull off with limited colors.

Here is a much more detailed description of what I need.
I need the blonde female character in blue jeans and white armor to be resprited in a similar fashion to the blank faced Zsuit Samus, but with a much more aggressive movement and pose, similar to the two in the gray boxes. These sprites must be done in the 16 bit color palette provided underneath her, as she is currently in 32 bit. I'm doing a rom hack, so I need the sprites to fit within the hitboxes of the endmost pixels in the bottom run-turn animation in red. The 16th color should be neon green or neon pink for the background, the other 15 colors are as follows.
Hair, Armor, Skin, Jeans. If you notice, the first two pixels of the palette for both the male and female contain a black color. The heads have a few black pixels that when palette swapped, give the illusion of a different hairstyle. Please attempt to keep the hairstyle as similar as possible, as to maintain the illusion.



As of now, I only need 7 frames done (Edit: 6 frames done, I got bored and did one myself. Like I said, I can do it myself, but I'd rather not) since I can adapt the rest myself in MSpaint.
If they are done very well, I would be more than happy to give you $30, rather than $21.
So if you're looking to make a quick $30 for a couple sprites, let me know. I don't exactly have
a large income of spare money to spend, but I'm looking at getting a new job at $15/hr, and
then I would be much more generous for future commissions, for enemy resprites, or other services.
I'm completely new to SM hacking, so I may even pay for help with ASM.

If it only takes you an hour to do, you just made $30/hr. Even if it takes you 2 hours, it's $15/hr, and $10/hr for 3 hours.
Since it's only 7 frames (6 frames, unless I find a different one I need done), and the first 5 are very similar, it likely won't take that long. Let me know if you're interested, and provide some sprites you have made yourself.

Correct. Sort of a ninja-esqe stature, but to where it is still able to work correctly in game.
Current Samus looks like a jogger. I require a dash effect, with maybe even the arms backwards.
