Water drop PLM

Could probably have been done better, but adds  a PLM entry that spawns water droplets similar to the torizo drool drops. Rooms using this PLM will need enemy 00 set to D8BF and have it use palette 01.

You can vary the droplet timing a little by adjusting the main PLM variable with values from 0000-003B.

Water droplet makes a sound effect when it is spawned. Droplet itself is strictly visual.

Caught a design flaw whereby it was taking over Torizo's drool, which would interfere with the normal functionality during a fight with Torizo.

Now it sets up some checks to allow Torizo's drool to function normally during the fights, and when spawned by the PLM, functions as described in the patch. It also overwrites fewer tiles of the enemy it uses for the projectile art, in case you resprited your Zbug.

The new tilemaps are written over unused enemy projectile tilemaps in bank 8D.
