.THING file extension "How to Use this Format ROM hack??"

The title says it all.
-At a loss as how to use this as I've searched google and Utilities on RomHacking.net. Example: "Super Metroid 9yin Version 2".
-I tried to find it on another site via google since I could not find it on the forum threads as an IPS and patching Utilities say it is not a valid patch for them.
-I've even tried translating to chinese to find original source so I could find the utilities they use though I would be leery to use.
-I Also could not find any Soft Patching method via emulators or some SMILE tool to use a .THING file to then use to generate an IPS.
-Lastly I've opened it up with notepad and it mentions IPS so I tried renaming a copy to the IPS extension but of course I still cannot get this hack to work.
*I know there must be a way to play this hack (9yin Version 2) as it has been download 40 times and encountered this problem previously wth other new hacks yet I seem to be the only one who has this problem. Forgive me for the run-ons,overlooking something or my ignorance. This has always puzzled me about hacks with the .THING extension and left me with more questions than answers. Thank you for any helpful information.

I'm pretty sure you just change the file extension to .zip

"Rar!" at the begining means it's likely a rar file.
