Have been playing hyper metroid recently, and noticed that in SMILE, all of the palette slots for every beam is filled with a color. These are utilized in game and gives the beams a more vibrant look to them.

how can i achieve this? i'm assuming it's some asm but i haven't been able to find it.

It's not asm, it's just edited graphics.
Beam graphics are at $9A:D200. Happy editing! :^_^:

I'm afraid not. After adding in 4 new colors to the plasma beam palette, they showed up black in game. Only the ice beam utilizes all its palette row.
