Reworks elevator platform PLM to animate using DMA - only one frame needs loaded at a time.
Patch tested with ASAR only.

Adds a general-purpose animation PLM that DMAs graphics based on tables set up in ASM file.
Comes with elevator platforms and Chozo orbs in it.
Frees up 19 8x8's in CRE graphics.
Includes CRE gfx and tile table.
Works with ASAR only.
