The codes are an example to get rid of type I and type II errors.  The fact that there are no puzzles or any difficulty (fog\2d obstacles) is type III and type IV.  Those are the "attempts".  Also, 'cuz the attempts make mutant alife and off-scale nanobots, past the original metroid.

Ah, so just to confirm:
The list of cheat codes are to fix errors and bugs in the game. And your mention of "attempts" was your frustration with romhacks lacking in puzzles and difficulty.
Does that sound correct?

Well, what may surprise you is that many of the things you listed exist as hex tweaks, Some being quite common to see in hacks. For example there are hex tweaks to make cutscenes skippable in metroid zero mission.
