Trying to Find a Hack From the Early 2000's

Yes, I realize this is a long shot, but I've been looking for a long time and coming up empty.

There was a hack in the early 2000's. I didn't get far, but I really enjoyed it and it's been popping up in my brain now and again and I'd love to try and finish it, but I only remember two things about it.

1. A big emphasis was beam switching. Different beams effect different enemies to varying degrees

2. An early (probably) area was a blue pallet swap of Norfair. I assume it was supposed to be ice

Again, I realize that it's a long shot and it's almost nothing to go on, but I also know the hacking scene was much smaller in the early 2000's so I'm hoping that maybe a seasoned vet or someone who knows older hacks might know something.
