HELP ME DO SHOOTING MECHANICS FOR GAME MAKER STUDIO! HELP NEEDED! HELP NEEDED!
I am making a sequel to Metroid Fusion where Samus crashes into Brinstar on the planet Zebes (or Zebeth for nostalgic purposes..) and she finds a gateway to somewhere odd, something she's never seen before, it was in Brinstar, but she never needed to go there, nor did she acknowledge the fact that it exists.. It seems to be a blocked off elevator to a never before seen area of Kraid's lair, Samus uses her only remaining powers to try to break it, but to no avail. She later finds out from the Galactic Federation that the object that is blocking Samus is a forbidden object that was said to be all removed from Zebes, but it looks like the Galactic Federation never found this object out, can you find the Forbidden Weapon to destroy it, fix Samus' ship, and go on a bad-ass adventure?

I mean no disrespect, but you are very unlikely to get any help if you have no work done so far. At the moment, it sounds like you've done nothing but a title screen, and you want other people to create levels, art, music, and write code for you. Perhaps you should start by explaining what YOU are doing for the project.

I am making this project for fun and for entertainment.

So the story goes like this:
Samus escapes SR388 with her final fusion suit. A meteor finds it's way into the fuel tank and she crashes on Planet Zebes, she has lost all of her weaponry and upgrades when crashing into Zebes. She notices that her ship crashed into Brinstar, wiping out all the creatures in the area, Brinstar has withered away and Samus needs to get her powers back but she encounters a trapped elevator, it was barely touched by the crash.. She will have to get THE FORBIDDEN WEAPON..

I have never heard of anyone who only "directed" a fan game. What you have is just an idea. Generally, the person who has the "vision" for a fan game does a good portion of the work, if not most of it. That includes any combination of programming, level design, graphics, music, etc. Just having an idea with no skills will get you nowhere.

I'm okay with Game Maker, but I can't really do GML coding. Only DnD.

I found my way around DnD code, learning from tutorials, with minimal GML coding.
The things that are made using the GML coding is only the pause feature at this moment.

Sounds to me like you've an idea. While I won't say that others will completely not care about it, some stranger's ideas on the internet are very, very low (if even existent) in the line of a some else's "things to expend time and energy on." That said, if you'd like help, it's best to show that you can and have made very fair and adamant progress on your own. Whether it be the art, some coding, a solid combination of both, or any other skill which can show your dedication in a more physical manner. Far too many times have we seen people come and go, not only over fangames, but also ROM hacks and some other programming projects. It's up to you to show you're disciplined enough to get the ball rolling and then seeing if anyone else is feeling welcome enough to join the ride.

Least that's how it works around here. It's always a shame seeing and/or hearing someone's creativeness has fallen through.

But the thing is, like everyone else here has said, you can't just pop in and ask for a bunch of people to make a game for you.

And although you kind of have an idea how this game will play out, it needs to be set in stone with a good amount of progress made before it will catch anyone's attention to help. You need to do things yourself, not slap together what other people have done. Keep us updated on your progress.

Other than that it's just adding a press start and a title screen.

Some suggestions:

You'll want a better template to start from, tilewise. I can't think of a single fangame that doesn't use 16x16 tiles. Download some ripped or custom tilesets and use this tileset splitter for best results.

Once you have standard blocks in place, focus on the functionality of Samus (including powerups) before worrying about anything else.
