Is there an application designed to select in a grid of _ by _ to disassemble *.BMP, *.JPG, *.GIF, or *.PNG tilesets with?

Try snesgfx, its a program which should have the functionality you want, kind of. It's the closest you'll find anyway

I'm not as much interested in using these ripped textures for an SNES-related project as I am using them for something like a GM:S or Construct 2 game.
